National Electronic Interstate Compact Enterprise (NEICE)
Expediting the placement of children in safe, permanent families across state lines and reducing administrative paperwork and costs.
The National Electronic Interstate Compact Enterprise (NEICE) is a national electronic system for quickly and securely exchanging the data and documents required by the Interstate Compact on the Placement of Children (ICPC) to place children across state lines. Tetrus designed and implemented the technology solution partnering with APHSA to permit the child welfare agencies across the united states to automate the process of placing children in foster care across state lines. This solution is currently being rolled out to all 50 states and 2 territories. The system automates the information exchange and greatly cuts down the amount of time it takes to complete a child’s placement. This effort is being funded by the Children’s Bureau which is a part of the Administration for Children and Families (ACF).
As part of the program Tetrus developed and maintains a national NEICE clearinghouse and a standardized NIEM based IEPD for exchanging information securely using open standards. Tetrus also developed and maintains a NIECE Case Management System optionally available for states to create and manage their Interstate Placement cases to help standardize the process. The states can use join NEICE CMS on the cloud-hosted multi-tenant case management system maintained by Tetrus or obtain a copy of the standalone Modular Case Management System to be installed within the state IT infrastructure. In both models the Case Management System supports all the functionality required for states to manage their ICPC cases and the system comes with prebuilt interfaces and connection to the NEICE clearinghouse.
